Nemt tells Izdanuk to let Kortelan know he's already doing everything he can to move the troops out short of marching on the Navy base.
"I may just begin a land journey, and forget the ships." Nemt adds

Gurikan Halimuk comes to speak to Ekanor Falan Nemt. Halimuk is the commander of the 1st Kantora Kajakan Tros which is part of the North River Expedition.
Gurikan Halimuk says, "Sir, I have heard a rumor that you are considering an overland march instead of a sea voyage. My men are from Kajakan Tros province in the north. We recently marched over the same roads between here and there. I would like to request that the honor of leading the march be given to the 1st Kantora Kajakan Tros. We are ready to march today if you order it."

Nemt explains the problems with the ships to Halimuk, and continues "your troops' experience on the route is valuable, the 1st Kantora Kajakan Tros will lead the march north. We'll head out once everything here is in order."
Nemt then goes to assemble his Lieutenants and officers to inform them of the change of plans, hoping word can spread quickly and An Op's expedition returns soon.

Nemt informs his kantoro commanders and other officers that they are now planning to march north as soon as An Op's group returns. Morale seems to be improved immediately, at least among the officers.
In a few hours, the army is mostly ready to march, but An Op has not returned. Night falls and they have still not returned.

An officer comes late in the morning to inform Ekanor Falan Nemt that a force of several kantora of what appear to be Imperial troops have been sighted approaching the camp from the south.
Another officer standing near Nemt says, "It's probably An Op's group returning."
The first officer says, "But they went north. This group is coming from the south."
Soon it becomes clear that the force approaching from the south is not An Op's group, but they are friendly. In fact, they are three kantoro of troops previously assigned to Nemt's Expedition who have just marched here from Yishil to link up with the rest of the expedition.
The three new units are these:
1st Kantora Kikalan Tros 6th Kantora Kikalan Tros 1st Kantora Groglinth
Gurikan Halimuk comes to speak to Ekanor Falan Nemt. Halimuk is the commander of the 1st Kantora Kajakan Tros. He's the one who volunteered to lead the march yesterday.
Today he says, "My kantora has less than one day of food left. Others have none at all and had nothing to eat all day yesterday. I don't want to say there is any danger of mutiny, but the men are suffering. I beg of you to let us begin the march now. We don't need to wait for An Op. Leave someone behind to tell him where we went if you must, but we must find food and no more can be obtained from the local farmers or the city. Either they have no food left themselves or they are hiding it too well to be found."

Nemt agrees with Hulimuk, and orders the troops to begin the march Northward.
"I'm sure the locals can inform An Op what happened, if he doesn't see us on the way." Nemt adds.

The army begins to march. They proceed north along the coast and reach the city of Verronia almost immediately.
Halimuk, commanding the vanguard of the army, sends word that armed guards have attempted to block the force from entering the city, but they gave in and let the army pass before Nemt had time to intervene.
The city of Verronia originally had a defensive wall and much of it is still intact, but the city is far larger now than when the wall was built, so the wall only encloses a small portion of the center of town. Unfortunately, this portion includes part of the main road through town. The gates to the walled portion of the city are closed and guarded by armed guards who insist they have orders from the Ulor to prevent troops from entering.
Gurikan Halimuk has been in Verronia before and leads the army on a detour through the city to bypass the walls. Soon he has reached the bridge over the Kajak River. The bridge is the northern edge of the city and is also the border between Salan Kajakan Yost (East Bearland Province) and Salan Kajakan Folon (West Bearland Province). The bridge is unguarded and the army passes over it without incident, leaving the city of Verronia behind.
The army marches north along the coast road for the rest of the day, then makes camp and the kantoro commanders send out foraging parties to seize food supplies from local farmers. They have better results than before, but still fairly meager. Unfortunately some foraging parties were much more successful than others and soon officers are coming to Nemt to resolve the matter.
Some kantoro now have enough to eat for tonight and with some left over for tomorrow. Others have nothing. Gurikan Valen of the 3rd Kantora Kajakan Folon insists that other units should share food with his men. He proposes that there should be an expedition quartermaster to have central control of supplies. He points out that provincial garrisons each have a quartermaster to do this.

Nemt agrees with Valen creating a quartermaster for the expedition may be worthwhile. "Everyone should at least have food" Nemt says "but perhaps centralizing everything is unnecessary."
Nemt offers the position to Valen, unless Valen can think of anyone better suited.

Gurikan Valen accepts the appointment as quartermaster, though he seems to have been very surprised at being offered the post. He immediately sets to work trying to determine which kantoro have extra food and reallocate it in addition to retaining command of his own kantora.

After considerable confusion and argument the day before, most officers have now begun to accept that Gurikan Valen really is acting on Nemt's authority when he and his soldiers show up to take food from foraging parties and reallocate it to units in need. Seven officers came to Nemt to find out if this was true in the first hours after Valen was appointed.
It turns out to be helpful that Valen still has a kantora of soldiers under his personal command. Under the circumstances, he usually needs to bring most of them with him when he is reallocating food supplies. Sometimes he brings the kantoro to whom the food is to be given. It turns out to be much harder to refuse to hand over food when you can see the hungry men who need it and haven't eaten. Especially when they outnumber you and are fully armed.
The food supply situation is still quite bad and disorganized, but now at least Gurikan Valen is there to arbitrate between the competing demands of different kantoro.
Gurikan Valen reports that he is fairly confident that all the men got at least something to eat for breakfast, even if it was meager.
After that, the army resumes its march northwards through Kajakan Folon province. They proceed all day without incident and foraging is much better that night since they are now beyond the areas reached by their foraging parties when they were camped by Verronia. Nonetheless, this area has been subjected to foraging by at least one other passing army recently so the farmers are quick to hide their food supplies or may not have yet taken them out of hiding from the previous incident.

The army marches north for another day. Morale seems to be improving even though the food situation is still difficult.
An Imperial Messenger arrives with a message for Nemt. It is from Ekanor Falan An Op. He says he has secured a very large amount of food supplies for the army, but that they must be transported from the estate of Ulor Kortelan's father to the army's current location. He says he can do this with the two kantoro under his command, but it would go much faster if he had funds to hire horses and wagons. He plans to use some of the ships that were offered by the navy or commandeer some at Verronia to transport the food from Verronia up the coast, but there will be considerable delay getting the food to Verronia to begin with.

Nemt sends message back thanking An Op and telling him to ask Kortelan for the horses and wagons, or funds to purchase them. "Tell Kortelan he can take repayment from whatever's sent back from the expedition, with interest if he desires."

The army continues to march north for another day. Towards the end of the day, three horsemen come down from the north and say that they are Imperial Army soldiers. Their leader demands to speak to Nemt.
When he is escorted to Ekanor Falan Nemt, the leader of the small group announces that he is Ekanor Falan Dulimuk, the new garrison commander of Kajakan Folon province and until very recently, the garrison commander of Tanan province.
He says that Ulor Naltor Evanit is the new Ulor of Kajakan Folon and that she is concerned about reports that the army is pillaging the local farms and marching on Angenmar Paven. He asks Nemt to explain what's going on.
