Galan suddenly remembers his orders, "Oh, enough talk. I should go see to it personally that Tylifon is arrested, as you ordered."
Galan departs, hurrying to catch up to Ersolan.

Kortelan watches him go hoping things go well. Well its been a strange series of events. he thinks, remembering how not a year ago he was back home and no one doubted the security of the empire. Now he was though. He looked out what passed for a window his hands on the ledge. Maybe it would be best to declare Kajakan Tros a free land. He would be the first leader of Varron in over 700 years. Perhaps soon the best course of action would be more clear. Right now he could only hope he could lead his people through this tumultuous time.

The Ulor's contemplations are interrupted when a servant brings a visitor to his office.
"I hope I'm not intruding," the visitor says, "I have an appointment to meet with you. I am Conwin of Delfan & Company. We build ships."

Kortelan spins around and looks at the man clapping his hands together "Ah yes yes. Come in come in. You are not interrupting. I am Ulor Kortelan but I think you know that. I wish to give your company a large contract. 100,000 baylo a year to build ships that I order."

Conwin's jaw drops, leaving his standing there with his mouth open blinking, "uh.... a hundred thousand... per year."
Conwin quickly recovers, "For how many years? I mean, what do you want us to build?"

"You will build a fleet of ships to patrol the waters to stop smugglers. I expect the whole company to move here and focus entirely on this. I expect very good quality and a high rate of finishing."

Conwin says, "the whole company? Your excellency, we are the largest shipbuilding company in the Empire. We have contracts with the navy. We couldn't... I mean, I am not authorized to agree to that and I... Do you really need that? For a project this large, I am sure we would be willing to build a shipyard here. Would that be acceptable?"

"If that is all, I have other companies that are as good if not better then yours. I will meet with them and you can tell your bosses why you lost the biggest single contract that probably ever had. I know what I want and I am willing to pay lots to get it. I want a fleet created almost over night. I am stamping out the corruption and smuggling that so riddles this area. I need a large fleet with very good ships. I thought your company was up to that I see it is not. So either get the authorization or leave. I can and will find another company. I was hoping to go with Verronese companies but if they are all like yours I may have to go with someone else.

Ulor's Palace, Bakoya Kajak Salan Kajakan Tros Late afternoon, Oron 21, Salgan 10, Adonsik 40 Cledman VI
While Conwin, the shipbuilder's agent, is still meeting with the Ulor, two men barge into the office carrying weapons, one of them with blood all over his left arm.
Conwin cries out in alarm. The Ulor is shocked, but realizes in an instant that the man with the sword is his own advisor, Galan. The man with the blood on his arm, who is carrying a battle axe, is Ersolan, the Captain of the North Bearland Guards.
Galan blurts out, "It's done, but there was a fight!"
Ersolan more calmly reports, "Your excellency, the suspected traitor has been seized and imprisoned. He did not resist, but another one attacked us. One of my men is dead, two more wounded. One of those is unlikely to survive."
"Are you wounded?" the Ulor asks, looking at the blood.
"Not me, Ulor," says Ersolan.
Galan says, "We found out that the man who attacked us was named Gurikan Naluk. He was the second in command at the garrison. He's dead now."
"He was a very good swordsman, though," Ersolan adds.
Galan asks, "What should we do with the prisoner? We brought him here to the palace under guard."
"And what should we do if there is further resistance at the garrison?," Ersolan asks, "I've left sixty of my men there, but they couldn't hold the place if the troops oppose them."
"Umm," Conwin says tentatively, "... I could come back later if this is a bad time."

"Yes yes." he says distractedly "Conwin, go do what you will. Either go back home or write to your boss. I want an answer tomorrow." He waits for the man to leave then closed the door behind him. He walked over to the two. "Well I am glad that went well. I am sorry about your men." He looked to Galan "Get everyone set for a state funeral for any of Ersolan's men who die. They are all brave men who deserve all the honor we can give to them. I wish they did not have to sacrifice but in these troubling times I fear they are only the first. Bring the prisoner in to me, the fight you had just further proves his guilt." He walks over to his desk and grabs the scroll he had received from Rubanya. "This is from the Imperial Regent Rubanya himself. In it it orders the Uloro to take control of the garrisons. Ersolan take this and get it copied. Return the original to me and take the copy to the garrison and show them that I am now their commander and I am appointing you my go between. Whip them into shape, show them how to use a battle axe with the skill that your men use it with. Recruit more men till the garrison is full strength. Galan, I want you to get the people ready for another speech by me."

Galan says, "Yes, your excellency," and departs.
Ersolan goes to fetch the prisoner and soon returns with Tylifon in irons escorted by two members of the Rizado Kajakan Tros (North Bearland Guards).
Tylifon asks Ulor Kortelan, "Did you order this? What am I accused of?"

"Yes I did order this. You are being charged with treason, aiding a coup attempt on the Emperor, and corruption. Will you admit your guilt or will you profess your innocence?"

Tylifon looks genuinely shocked, "Treason? Corruption? What are you talking about? What coup attempt?"

"So you enter a plea of innocence. Normally you would be in front of a magistrate for this trial but since you were of high rank in the military and are a danger to this province I will be the acting magistrate for your trial. You can call any one you wish for your defense, until then you will be locked up under heavy security until the time in which a verdict is passed. Or you can try to defend yourself right now and we can get this over with. It is up to you, Tylifon."
