I want to condense these provinces into one unified Verronese land, with leaders for each settlement who report directly to me, a system similar to the Imperial Courier System that goes to every settlement, and people who are capable of doing the many jobs that will be needed, plus a place to train people in how to do all these jobs."

Ersolan says, "Yes Ulor. I must report that Ulor Ziyan and most of his men escaped alive. These troops I command are reluctant to fight, or at least to fight Ziyan."

"I see, that is most unfortinuate. Hunt them down. From this moment on Ziyan and anyone who helps him in anyway is wanted by imperial law for treason against the throne." With that he walked outside to see if the soldiers had started gathering troops.

(OOC: Gathering troops? I don't know what you mean. Do you mean gathering civilians to hear the speech you were planning to give? If that's what you mean, about three dozen civilians are standing around, but the troops are trying to get some more.)

He looks out at the crowd and smiles. He speaks loudly so everyone can hear him. "Citizens of Verronia, I am Ulor Kortelan of Kajakan Tros and Kajakan Folon. I came to your city on orders from Regent Rubanya, he wants your garrison to go and help him in the civil war he is in. When I came here the commanding officer happily handed the garrison over, but after talking with the Ulor I learned that he supported Krumluk but he didn't say anything because you good citizens support the true leader of this empire. I had my right hand man confront him and try to arrest him but he resisted and fought back. The garrison was not very willing to fight back and the Ulor escaped. According to Rubanya's orders I am now your Ulor and Ziyan is now a fugitive. I will give 1,000 baylo to anyone who captures him, 500 baylo to anyone who brings in one of his bodyguards and 100 baylo to anyone who brings in one of his supporters."

There is a lot of excited murmuring in the crowd. The mention of the large reward amounts has gotten more of a positive reaction than anything you've ever said in any political speech.

Kortelan smiled, he figured that was how he would get them to win him over. "Also anyone who can ride horses well or write or thinks they have a skill that would help the government come see me. If you have horses that are fast you can come to me and we will work out an arrangement." With that he left. "Ersolan get men to count the treasury. Then send this garrison to meet up with An Op. While doing that send your trusted men to hunt Ziyan down. I want him dead."

Ersolan gives the commands and the troops move out. Ersolan says, "We are very vulnerable here. I have very few of my own troops. With the garrison departing to join An Op's march to Yishil, we are dependent upon a handful of my guards, a few raw recruits and Lorgan's men who, despite the horses, are also new at this."

"I know we are very vulnerable. I am trying to get the Varron Rond to join us but they are not answering and Lorgan is trying to figure that out. If we get their support we will have thousands of men totally loyal to us rather then the Empire. We will be strong enough to take on either or both of the Imperial Armies when we get them on our side. If we can't then we will hold a recruiting drive and if that doesn't work there is always conscription."

Ersolan says, "Even if the Verron Rond join us by the thousands, we have no reason to believe that they have weapons or know how to use them. Volunteers and conscripts would have the same problem."
(OOC: Ersolan doesn't seem to be looking for an answer, just telling you something he thinks you need to know. Do you want to do anything else that day or do you want to let time go by?)

(OOC I am adding things as you guys are not on and I am thinking about things to put.)
Kortelan sat in the private chambers of the third palace to come under his control in a little more then a year and he started writing a few scrolls. Two of them were the start of a historical account of the Civil War up to now in both Verronese and Zekresh. The other one was a note to Galan.
(OOC The note will be in Kajakan Tros Policies while a copy of the scrolls will be put into the Wiki)

Several hours after the attack on the Ulor's palace, one of Lorgan's men arrives there to notify Kortelan that the Verron Rond is calling a meeting of its top leaders at the Grand Lodge in Verronia tonight and has invited Kortelan to attend.
