Bakoya Kajak Kakajan Tros Province Zekresh Empire

The army marches for only three hours before coming within sight of Bakoya Kajak, capital city of Kajakan Tros province.
It will soon become apparent that the fleet that was seen passing is docked there and is offloading troops.
It is, in fact, Gurikan Adamo's fleet at Bakoya Kajak along with Ekanor Falan An Op and three kantoro of reinforcements, these are:
2nd Kantora Kikalan Inuva 5th Kantora Kikalan Inuva 1st Kantora Grogia
They are all short of food and low on morale. They have been assigned to Nemt's expedition, but had not caught up to his main force until now.
Gurikan Adamo and Ekanor Falan An Op now plan to pick up these two units and head to Vumman as per previous plan agreed to with Nemt:

Gurikan Adamo has also commandeered two more merchant ships that were in the harbor at Bakoya Kajak and has attempted to secure the assistance of three military bireme ships. He reports to Ekanor Falan Nemt that he has been unsuccessful. To his surprise, he has been told by the crews of the ships that they are not Imperial Navy ships. Gurikan Adamo has been told that these ships were built for a provincial anti-smuggling fleet and are under the authority of Ulor Galan, the governor of this province (Kajakan Tros province. a.k.a. North Bearland Province.) Gurikan Adamo is outraged that a provincial Ulor would presume to build naval warships and he can plainly see a shipyard has been recently constructed here and two more warships are under construction.
Gurikan Adamo requests that Nemt use his authority to get Ulor Galan to allow his three biremes to be placed under Gurikan Adamo's authority and used to ferry Nemt's troops up the coast.
Adamo has found out the names of the ships and their masters. The three biremes are:

Nemt finds Ulor Galan at his official residence, guarded by large men armed with battle axes.
Ulor Galan grants an audience and Nemt and Adamo are escorted to a meeting room where Ulor Galan and two advisors await. Galan offers them food and drink, which servants bring, and after pleasantries are dealt with, Galan asks, "So, what brings you gentlemen here, today? Is this a courtesy call or do you have something to ask of me?"

Nemt explains the situation in the North to Ulor Galan, and requests the use of the province's private anti-smuggling fleet to ferry troops - careful to point out it will speed the large force's transit through Kajakan Tros.

Ulor Galan says, "I will certainly be happy to assist the Imperial Army. There are two issues I would like clarified, however. The first is simply that our ships cost a lot of money. Paying the ship masters and crews is also an expense. The only way it is supposed to be worthwhile for us is if they are effective enough at stopping smuggling that our increased tax revenues on trade are greater than the costs. The previous Ulor of this province, Ulor Kortelan, believed that this would be the case. So far, that is in doubt. Taking the ships away from their duties guarantees that we will not recoup our costs. I have no doubt that such expenses are trivial to the Imperial Army on such an important mission. If you will merely send a message to the appropriate authorities in Zekran authorizing reimbursement of our provincial government for reasonable expenses for the use of our ships, I will be happy with the arrangement."
He takes a hesitant breath and continues, "The other matter I would not bother to mention except that your colleague, Gurikan Adamo, has already made some rather rash statements about seizing our ships and making them part of the Imperial Navy. Under the circumstances, I must insist that our ships not be under Imperial Navy command. We will cooperate. We will treat suggestions from Gurikan Adamo or other naval authorities almost like orders so long as it is understood that our ships are under provincial authority, not Imperial Navy authority and that if my fleet commander or me, as Ulor, order the Kajakan Tros ships to return to their duties here, that they do not need permission from the Imperial Navy or the Imperial Army to do so. I have placed ship master Valen of the Angenmar Gravig in command of the Kajakan Tros ships."
Before Nemt can respond, Gurikan Adamo interjects, "This is outrageous. In the first place, only the Imperial Navy should be building naval warships. In the second place, Ekanor Falan Nemt has written orders authorizing him to commandeer any civilian ship to assist him in his mission. Since your ships are not navy ships, they are civilian ships and if Nemt invokes that authority, he can compel you and your ship masters to assist him for as long as he deems necessary without compensation and he can place anyone he chooses in command of your ships."

(OOC: What kind of smuggling would be taking place in the empire? From what I can tell, the taxation system is primitive and not involved in inter-provincial trade, additionally there don't seem to be any illegal or controlled goods.)
"I don't think that will be necessary, Gurikan Adamo" says Nemt. "Ulor Galan must know operating a private military force in the province wouldn't be looked upon kindly back in the capital - of course they'd have no way to confirm this if the ships were conducting official Imperial military business." Nemt continues "though I do sympathize with your financial situation, I'm sure some form of compensation plan could be worked out, and of course the ships may under nominal provincial command, should they need to be recalled."
Nemt makes note to later assure Adamo he has no intention of allowing this secret navy to return to Kajakan Tros, and to ensure the shipmasters' and crews' communication with provincial authorities is limited and monitored.

(OOC: There is a tax on inter-province trade imposed by most provinces. Smuggling to avoid these taxes is also common.)
Ulor Galan agrees to assign the ships to assist Nemt. At the mention of the provincial fleet being looked upon unfavorably in the capital he repeats that this program was initiated by the previous Ulor and that he is planning to cancel the rest of the ships that were ordered as soon as the other two that are currently under construction are completed.
As Nemt and Adamo are planning to depart, Ulor Galan says, "You know, if anyone in the capital really has a problem with this, I would be happy to sell the ships to the Imperial Navy for a reasonable price. I'd like to keep one for anti-smuggling patrols, but I think we have more than we need and I'd sell them all if someone higher up has a problem with this program. I just don't want the province to lose the enormous sums that have already been spent on this and have nothing to show for it."

Gurikan Adamo says, "With those three biremes, the two additional ships we commandeered here and some of the extra space we have on the other ships, I should be able to take a third kantora of your troops with me to Serat Vum. Which one should I take?"

With Ulor Galan's reluctant approval, the three biremes prepare to sail with Gurikan Adamo's fleet. This brings the total ships in the fleet to fifteen. They are not ready to sail that day and Adamo delays his departure until the next day to let them get ready. The main preparations are finding all the crew members and bringing aboard enough food and water the crew and the soldiers during the voyage.
That night, Gurikan Adamo's sailors hear rumors in the port that Serat Shasa, capital of Shasa Falan province, was attacked by a massive army of Tronds recently. Some of the seamen repeating these rumors gave no report on how the attack turned out. Others said that the town of Serat Shasa and all the nearby farms were pillaged and the fortress was quickly overrun.

(OOC: Sorry. I am reluctant to post twice in a row because in the past when I did that, you sometimes only read the second one and didn't notice the first one. I figured I'd wait a day or two before posting again to make sure you had time to read it. Then I got messed up because several days went by during which I couldn't work on the game and I usually figure out which threads I need to post to just by looking at who posted last. If it was me, that usually means I'm waiting for a response. So when I kept seeing my post being the most recent, I thought I was waiting for you. Now that I actually read the thread I realize that you were waiting for me. So anyway. Here's the next event and now I am waiting for you. I'm expecting you to decide whether to order your army to keep marching or wait for the ship to ferry them all north or something else.)

Ekanor Falan An Op goes with them to command the ground troops. They are heading for Serat Vum, capital of Vumman province.

Nemt's Expedition marches north for a day. Passing merchants bring news that the Trond Army has attacked imperial army forces at Serat Shasa (River City), provincial capital of Shasa Falan (Upriver) province. They have heard that imperial forces were completely overrun, the city was sacked and that yet another province has been overrun by the Tronds. If true, that's the third province overrun by the Trond army and the fifth province that has passed into rebel hands since the rebellion in the North River Valley began.
