I've noticed unlike the cities of the other southern plains provinces, Kast Larinyva in Tlom Yerula is not situated on a river, lake or coastline. Is there a reason for this?

Yes. As the name implies, it began as a military fort established by the empire. Although many of the people in that province live along the Snake River, the Empire already had a fort on the river at Arinixervolt. Also, the river area is populated primarily by ethnic Zamarula farmers, not Tlom Yerul tribesmen who were almost all pastoralists when the Empire annexed the territory. Most of the land in the province is occupied by Tlom Yerul people so to rule them, a fort was established at a remote site in the hinterlands. Even now, there is not much of a town there. It is mostly just the fort. There is actually a river there, it's just too small to show up on the maps we've provided. It's a tributary of the Snake River.
Your character will have learned all this while he was in Arinixervolt.
