Dear exulted members of the Imperial Council.
I am writing to complain about the state of the garrison in my province. While I am a new Ulor and have never served in the military I am not a stupid man. There is no reason for three thousand men to be spend guarding one of the oldest provinces in the empire. I would ask you to recall them so they can be put to better use in provinces that need them. Also although I am paying for three thousand men to be kept at tip top shape I have one thousand seven hundred men in very poor shape. I find that unacceptable. I have written to the region commander about this dreadful situation and changes that need to occur, but I feel it should be brought up to the council in order to allow other Uloro to better use their money. Because what is the point of paying for three thousand men to be kept at optimal fighting condition if you are going to end up with barely half that number in very poor condition? I am sure this letter will be taken as treasonous by the loyalists but is it treason to try and save the empire money it is loosing to corruption? Or has corruption so poisoned the imperial government that corruption is seen as an integral part of the empire? If so I wonder what my grandfather was fighting for when he fought in the Noble's Revolt. He fought for the empire, not for corruption.
Signed
Ulor Kortelen of Kajakan Tros.
Kortelen handed the letter to a courier and started the wait for the reply.
