Levorek returned just one foss later.
He stormed into Krulmuk's office wearing an expression of triumph with a bevy of sycophants and armed guards in tow.
Krulmuk looked up as Levorek and his minions entered.
Levorek unrolled a scroll and showed it to Krulmuk.
"You will observe the signature and privy seal of the Emperor upon this plainly worded decree," Levorek said.

Krulmuk read the scroll, then nodded.
"I would ask you to promise that I shall have control of the army and of the making of war. But there would be no point to it. If I have the loyalty of the army, I can hold you to that whether you promised it or not. And if I lose control of the army, any promise from you would be empty air. So that is it then. If you meddle in the affairs of the army, it will be to your sorrow. If you leave military matters to me, you may rule the empire as you see fit."
Levorek nodded.

Gurikan Falanorata Krulmuk was dressed in a chain mail shirt, an iron breastplate, helm, arm guards and leg guards. He carried a sword and shield.
He rode out in front of a large assembly of troops shortly after dawn.
They were all dressed in armour and carrying shields and weapons. They waited silently, as Krulmuk looked them over from atop his white horse. It seemed that he would speak, perhaps to make an inspirational speech or to explain the reason why they were asked to wage war on their fellow soldiers.
Krulmuk said to them in a loud voice, "Forward, march!"
It was typical of Krulmuk's style. No speeches, no reasons, no explanations. He was only there to give orders.
Then he turned his horse and advanced ahead of the column at a walk while the army began to march.
As they passed the imperial palace heading out the gates of the city, the members of the Kantora Solurenesh (Golden Phalanx) watched them go. Atop one of the towers of the palace, two other figures also watched the army go forth to battle.
One of them was Levorek. The other was his trusted lieutenant, a man named Garoman.
"He never even asked me how I finally got the decree," Levorek said.
Garoman looked at Levorek and raised one eyebrow, but said nothing.
"Perhaps he didn't want to know," Levorek said.
Garoman asked, "How did you get the decree signed so quickly after all these years?"
"You don't want to know," Levorek replied. "Or more accurately, I don't want you to know."
Garoman said nothing in response to this. The two of them silently watched as thousands of soldiers marched past.
After a while, Levorek said, "On my desk you will find a list of names. I have been compiling it for a long time. Take the list and see to it that everyone on the list is thrown in the dungeons before nightfall. If any resist, have them killed on the spot."
