Ekanor Falan Sarman entered the office of the Imperial Army commander, Gurikan Falanorata Krulmuk and saluted.
"Has Rubanya responded," Krulmuk asked.
"No, sir," Sarman replied.
"What is the matter with him, I have given in. He's won, yet still he prepares for war."
"I don't know, sir. I've come to tell you that you have visitors."
"Who?"
"One of them is Imperial Councillor Levorek. Some of the others are his body guards, but there is one I don't recognize."
"I can't be bothered to meet with Levorek again. He talks too much. Rubanya is the one to pay attention to. He has no enemies here. I've given in, Asnalyva has left the city and gone to Serat Trayakir. Yet still armies are gathering at Yishil."
"Perhaps Councillor Levorek has some information on that subject, Gurikan Falanorata. He was very insistent."
"Oh, very well. Let him in."

"Greetings, Krulmuk," Levorek says as he enters the room, followed by three other men none of whom Krulmuk recognizes. One of them looks very ill and despondent. The other two are young and strong looking, but with an insolent attitude.
Krulmuk stands and rests his hand on the hilt of his sword, just out of caution.
Levorek says, "I hereby call this meeting of the Stavuk Vyloresh (Imperial Council) to order."
"What meeting?" Krulmuk asks.
"This one. We are both members of the Imperial Council. Wherever we meet, the council meets. The first order of business is the election of an Imperial Regent. A legitimate one. I hereby nominate myself. All in favor signify by saying aye."

"We are three. Don't you recognize Baland here," Levorek says, pointing to the sick man standing between the other two.
"He's a traitor!" Krulmuk objected, "You should take him back to his cell in the dungeon."
"He was never actually dismissed as an Imperial Councillor. Therefore, he is still an Imperial Councillor, traitor or not. How do you vote, Krulmuk? We have a quorum, we need only a majority of those present for the motion to pass. Your vote and mine are all that is needed to make me regent. Not only that, I amend the motion. Let it also be decreed that the line of succession be changed so that I and my descendants shall succeed His Imperial Highness, my uncle Cledman VI. That is the motion, make me Regent and Crown Prince. How do you vote, Krulmuk?"

I'm not going to be a part of this. It's madness. There is no substitute for the Emperor's signature on the decree. Without it you have no hope of being obeyed by anyone. Not even me.

Levorek says, "Very well, that's one vote against. I vote 'aye'. Thus far it is a tie vote."
Krulmuk frowns impatiently.
Levorek says, "Baland, how do you vote?"
Baland says nothing.
Levorek nods to one of the men standing on each side of Baland and the man punches Baland hard in the face. The other man holds Baland up as he starts to fall over.
Levorek says, "How do you vote?"

Baland is weak from his imprisonment, but he finally understands the situation. He says weakly, "You want my vote? After all the time I've spent chained up in the dungeon, you need something from me? Something important it sounds like. You want me to vote for you for what? Imperial Regent?"
Baland manages an ironic snicker, but he looks away furtively as the man who just hit him clenches his fist again.
Baland looks at Levorek and says, "I think that matters very much to you. I think you will pay for my vote. That's how you Zekresh do things, isn't it? A bluff, a bludgeon or a bribe, that's your way. Well, my price is my freedom."

Levorek, you know you can't release him. He's too dangerous. He'd lead a rebellion in Kikalan Tros inside of a fortnight.

Levorek says, "I'm well aware of that." He turns to the two men guarding Baland, "Take him back to the dungeon."
The men do so while Baland curses and threatens vengeance.
Levorek calmly turns back to Krulmuk, "The decree is only required if you say so. I have now been elected regent and crown prince by the Imperial Council. You can't stop the war now and you don't even want to. The only decision you have left to make is which side you plan to fight on."
Levorek and Krulmuk stared at each other for a moment.
Levorek said, "As Imperial Regent, I order you to defend Zekran from Rubanya."

Krulmuk says, "Levorek, I still think you would not be as bad an emperor as Rubanya, though you seem to be trying to change my mind on that point. Nonetheless, you still don't have the Emperor's signature on the decree, you are not the regent and this is not the war that I want."
Krulmuk then left the room, even though it was his own office. Levorek soon left as well, but did not try to continue the conversation with Krulmuk.

"You called for me?" Sarman said.
Krulmuk ordered, "Send orders to all regional commanders to assume operational control of all garrisons in their regions. Mobilize all kantoro in the capital. Tell them to be ready to march by tomorrow at dawn. Send a courier to Levorek at the palace. Tell him to come here immediately."

Levorek arrives at the Imperial Army Headquarters escorted by four guards from the Kantora Solurenesh, the "Golden Phalanx" which is the Imperial Palace Guards. He is also accompanied by an entourage of three young men wearing expensive clothes and arrogant expressions.
Levorek and this whole entourage enters Krulmuk's office.
"I accepted your invitation to come meet with you here," Levorek said.
Krulmuk said, "I don't think you want all those guys to hear what I have to say."
Levorek says, "I'd prefer to keep my guards with me." He gestures to the others and they leave the room, but the four guards remain.

Okay Levorek, here's the situation. Rubanya is such a senile fool he doesn't know when he's won. I offered to give in. He basically told me that if I did, he'd have me killed. And his reason was because I didn't obey an order he apparently forgot to give.
I have no choice but to fight him. As of today, I am going to war against him and all his supporters. I am hoping to make it as quick and decisive as possible so that it doesn't interfere with other plans I have. The important thing for you is that I don't need you for any of this. The only thing you have to offer is legitimacy and without the decree, you don't have legitimacy. So this may be the end of your Cledman Dynasty.
I'm going to ride out of here at dawn tomorrow with an army and I'm going to rip into Rubanya's troops like you won't believe. If I defeat the enemy myself with no help from you, then I'll be in the same position that Tarno was in when he overthrew the Marivuk Dynasty. So this is your chance. This is your last chance. Either you get that decree before I ride out of here and you promise that I will be able to run the army however I choose when you are the emperor, or this is the end of your dynasty. It's that simple.
Now go and if you can't get the decree, then don't bother to come back.
Levorek seemed angry and afraid at the same time. He made a gesture and started to open his mouth to say something, but then he simply turned and walked out.
