The rules of Governance of a free society should be debated here. I shall lead this with a proposition of ideals which may be voted upon, reformed, overturned, etc.
1. The people may cast ballot from time to time on their confidence in their leaders. Should the confidence in their leadership be too low, then new leadership should be voted upon.
2. Voting should a right of all people. No man or woman may be denied the right to vote for their leaders.
3. The leadership does not have the right to deny the natural rights of the people. Suggestion of the aforementioned is punished by immediate removal from office, and subsequent trial for treason.
4. Power is to be divided between a Council of Discussion and the overall Leader (Title surely varying amongst different nations). This Council of Discussion is to be voted upon and have representatives from each hamlet, village, and largest city. These Representatives shall cast ballot for the people on issues and laws pertaining to their overall well being. This Council shall be equal in representative jurisdiction over the nation (All nationalities within the nation are to be represented equally).
5. The Council, in the event of a tie, must look to the nations leader to break this tie. If a law is passed, it must then go to the presiding Leader, who may then strike it down, pass it, or alter it in way he finds favorable, and then send it back to the Council. From there it must be, if altered by the Leader, revoted upon until found acceptable by both parties, or stricken down all together.
6. The military is under the direct control of the National Leader. However the Council must give blessing for any action taken by the National Leader (except in times of invasion by a foreign power. In this event the National Leader may instantly call all forces and Militias to arms).
7. Each hamlet may raise a militia for protecting Civil Order, and for defense in times of war. This militia however, may be called to active service in times of emergency, or when the nation is in need of troops.
8. The Right of Free Speech, clearified as the freedom to speak against the Government without fear of retribution, is to be held sacred.
9. All men are assured work and lodging, to be provided by the State if the person is not able to have this on his own. If the person in question refuses to work in the State appointed job however, the state will not provide for him.
10. No man shall enslave another man.
11. Civil Guard and other policing forces may not arrest a man without decent evidence of the accused's guilt. The accused may not be sentenced without a trial by people of his home town/city, to assure his guilt. A judge may not over turn a jury's decision, and a man may not be tried multiple times for the same crime.
These are ideas which I have. I plan to ratify this within my own nation, should the Council which I plan to establish find it agreeable. However, I want my allies to see this model, and add their own ideas, so that we may form a more perfect society for our nations, and become the envy of the world. Possibly we may even assist other nations in finding their own way to freedom through our actions, sacrifice, and writings.
