Ulor Clabbuk sat at his desk, wearily cradling his head in his hands. Thoughts raced through his head, especially discouraging ones about the nomads. Man, where do I begin? My province is filled with tribes of nomads who want nothing to do with me. Or, that's the way it seems. I guess I should have expected that, being the Ulor of a frontier province. Clabbuk sat there for a while, debating on what to do. Then, an idea came to him. It's not the best idea, but it could work, he thought. "Ralan, find out why those pesky nomads hate me so much and what they want. I don't care how you do it, as long as you don't empty the entire treasury doing it, and as long as you make sure that those nomads don't find out it's us asking. If they do, they won't tell us anything." He dismissed Ralan, and returned to the position which made him look so weary. I wish I was the type of person who had all the answers to everything, he wished to himself.

Ralan says, "That's a great idea. I'll get someone to work on it. On another matter... you earlier asked that we send out a prospecting team to look for ores in the mountains. We don't have any qualified prospectors. Should I send unqualified people or try to hire someone from outside the province or do something else?"

Clabbuk sighed in slight disappointment. "Well, hire someone from outside the province for now, if we have the money. It wouldn't do to have an unqualified team come back and report their findings of ores that don't actually exist, or miss out on ores that do exist. We might also set up an education program to train people from our province about mining and prospecting, and hire teachers from other provinces, depending whether there is anything of value in the mountains." Clabbuk appeared to be finished, but then he seemed to remember something and turned back to Ralan. "Oh, and how are things going collecting financial information? Do we already have an existing budget, or do we have to take a reevaluation?"

Ralan says, "Your excellency, here is an update on the matters you ordered. First, we are sending a man to Zekran to try to find a prospector to lead a prospecting mission to the mountains. We have hired a man who is not associated with the government to go meet with the nomads. We are hiring censustakers and preparing to conduct a census. It is a daunting task due to the enormous distances and the fact that most of the population are nomads who do not remain in one place. Also, we have the budget for the current year." Ralan says, "From the capital to Zekran? Zekran is the capital! Oh! You mean from the provincial capital to Zekran. That's about 6,300 talong. We're a long way from there. The speed of the trip will depend on the winds, but most ships can make it there in about two velasiko."
(A velasik is the Zekresh 9-day week. Velasiko is the plural of velasik.)

Clabbuk seemed to be pondering something that, judging from the look on his face, was out of his control. "Ralan, I don't want to go searching the province or anything, but can you check in those records over there to see how many Tavani people are estimated to be in the province? Of course the estimate would be according to the latest records we have, if any, that gives such information. If we don't have it in any of our records, don't bother searching the province. I was wondering how much of an impact a genocide of the Tavani people would have in the province. If you were wondering, yes, I was thinking about that proposal of late referring to the genocide of the "Squirrel People."

Ralan comes to see Ulor Clabbuk saying, "I have news, your excellency! The men I sent to find out about the attitudes of the nomads have returned."
"What have they learned?" Clabbuk asks eagerly.
"The Juval Nomads in the North coastal area are somewhat sympathetic to our presence because of the trade they do with our people, but they are also upset because the New Settlement is on their land. (New Settlement is the English translation of Kromostekan Azh which is the name of province #76 to the North.)"
"The Telinga Nomads farther inland resent their defeat in battle by the Imperial Army, but know that they are too badly outnumbered to resist. They too, see our people as a mixed blessing because they benefit from trade with us."
"The Arang Nomads further south are a much larger presence in our province. They are second only to the Nivaan Nomad tribes in numbers. The Arang do not consider themselves to be part of the Empire at all, though they are aware that we claim they are. Our men did not meet with the Nivaan Nomads, but they are believed to hold a similar view. There are also many smaller tribes. The ones by the coast accept our authority, benefit from trade with us, but resent our overlordship. The inland ones generally also consider themselves independent of the Empire. There are some who owe their survival in recent inter-tribal wars to the peace we have imposed. They have a more favorable view of us, but they are few in numbers."

Clabbuk thought about the nomads for a while. "Do we have any information on the types of goods we trade with the different nomad tribes? I have an idea." He paused for a moment. "Actually, I have two. Get me the information on the types of goods we trade with the nomads and the main industries of the province. If there isn't any, then try to find some way to get it."

Ralan comes in one day and says, "Something unexpected has come up. Some of our census takers have finished their job and reported numbers. We won't have a complete census until we hear from all of them, but when I added up their numbers, it's over 80,000 people. The estimated population of the whole province is only 50,000 and this is less than half the census takers reporting in. I'm not sure what's going on."
"On another subject, you asked me about trade between the settlements and the nomads. As far as I can determine, the nomads primarily provide us with cattle, horses, and slaves. In return we sell them cloth, metal tools, weapons, pottery, leather goods, wagons, and various other manufactured items. There is also a trade in various potions and elixirs of alleged medicinal, magical or spiritual value. Usually such things are sold by traveling merchants to the nomads, but sometimes the nomads sell such things to the settlers."

Ralan comes to see Ulor Clabbuk about the census again, "Your excellency, more census takers have reported in and the count is now up to more than 100,000 people. It's more than double what we thought and we still have numbers from less than half the census takers. I find it highly unlikely that there are really double or even quadruple the number of people in this province than we thought there were. I suggest we discontinue the count until we can determine what is going wrong. Perhaps the nomads are moving around and being counted more than once by different census takers."

Ralan comes into speak to Ulor Clabbuk, "Your excellency, I have bad news and strange news. The census is now completed, or at least, as completed as it's going to get. The count now stands at about 235,000 but that does not include the Nivaan nomads, the largest tribe in the province. We sent two census takers to count them, but they've been captured by the nomads."
