Ulor Nashlan had been thinking. The rumours of provocative, even seperatist actions of other Uloro had reached his ears, as they had almost every other citizen of the Zekreshi Empire in some form or another. It seemed that many Uloro were dissatisfied with their Zekreshi overlords, and were seeking more and more power for themselves.
This had, of course, happened before and the offenders had been put down by the Empire. But they had stood alone, and nobody stood a chance against Zekresh if they stood alone. This was the main reason why he himself had been cautious not to stray too far out of line, at least not yet. But if others were dissatisfied then there was opportunity, there was strength in numbers.
It would have to be done quietly, of course, to attract the attention of the Emperor or his servants would be suicidal.
It was beginning to form now, in his mind, a society, no, a council of Uloro, working together to undermine the Empire and effect change where Rubanya and his reformists could not. Better that, than to sit idly by and let the Empire fall even deeper into corruption and tyranny.
Recruiting Uloro to the cause would be the dangerous part, naturally. The Empire probably kept tabs on communications between the Ulors, and there was always the possibility of a loyalist somehow finding out and exposing the entire affair.
So, he would start with just the most obvious candidates, those who he was almost certain would leap at the chance to work together to cast off the current shackles of the corrupt Imperial government. And the strongest of these candidates, if the rumours were true, would be Ulor Wanderjar of Salan Aatan.
